Second reading of a proposed ordinance amending the Spencer County budget for fiscal year 2023-24 to include unanticipated receipts from General Fund: property tax, occupational tax, tourism tax, business licenses, alcohol beverage licenses, solid waste, animal control, state grants, AOC, sheriff fee pooling, parks, reimbursements, interest, and Road Fund: county road aid, sale of road material, interest, in the amount of $974,782.00  and increasing expenditures in the areas of General & Road Funds Reserve for Transfer, will be held during the Fiscal Court meeting on June 3, 2024 at 9am.  A copy of the proposed ordinance with full text is available for public inspection at the office of the county judge/executive during normal business hours.

The second reading and adoption of the Spencer County proposed budget ordinance for fiscal year 2024/2025 is scheduled to be held at the Fiscal Court meeting room on June 3, 2024 at 9am.

Be It Ordained By the Fiscal Court of Spencer County, Kentucky:
Whereas, the proposed budget was tentatively approved by the Fiscal Court on May 6, 2024, and was approved as to form and classification by the State Local Finance Officer on May10, 2024.

Section One.   The following budget is adopted for the Fiscal Year 2024/2025 and the amounts stated are appropriated for the purposes indicated.

All interested persons and organizations in Spencer County are hereby notified that a copy of the county’s proposed budget in full is available for public inspection at the Office of the County Judge/Executive during normal business hours.

 





FINAL PUBLIC NOTICE

 

The Spencer County Fiscal Court has applied for Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP) funding through KY Emergency Management as a sub-applicant.

Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives to and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions.

Proposed Work and Purpose: The project involves constructing a new bridge to replace an existing low water crossing, with the work divided into two phases: planning/design and construction. The new bridge, designed to be out of the floodplain, aims to mitigate severe safety hazards caused by floodwaters during moderate rain events. The construction will adhere to LRFD design standards and Kentucky KYHL-93 specifications, with a focus on minimizing environmental impact. The project seeks to enhance safety and infrastructure resilience in the area.

Project Alternatives: 

Alternative A (No Action Alternative):

Flood waters will continue to overtop the bridge causing severe life threatening safety hazards during each moderate rain event.

 

Alternative B:

The existing low water crossing will be demolished, and a new bridge will be constructed to an elevation out of the floodplain at (38.121620, -85.414076). The alternative bridge will be 80’ long by 24’ wide and be in the same location as the existing low water crossing.

 

Comment Period:

Comments are solicited from the public; local, state or federal agencies; and other interested parties in order to consider and evaluate the impacts of the proposed project. The comments should be made in writing and addressed to Spencer County Fiscal Court.  All comments are due within 30 days of this notice. The Spencer County Fiscal Court will forward comments to applicable regulatory agencies as needed.
